Mr. Wells has more than 25 years of leadership experience in aviation fuel and deicing systems ranging from operations, inspection, regulatory compliance, liquids technical support, upstream supply management, liquids quality control, construction projects relating to facility improvements and new facilities, programming of liquids projects and construction management. Mr. Wells has a well established reputation throughout the aviation industry as a knowledgeable technical resource, supply side troubleshooter and on-hand fuel/glycol quality recovery director. His knowledge and understanding of supply side protocols, pipeline infrastructure and the upstream liquids supply chain has facilitated multiple construction projects.
Originally becoming involved in the industry while working for United Parcel Service, Mr. Wells gained hands on and management experience in all facets of the into-plane and fuel storage facility operations. Mr. Wells then served as an IATA International Fuel Quality Pool Inspector and Evaluator for UPS Airlines for the next 8 years, completing over 160 inspections in facilities located in both domestic and international airports. At the same time, Mr. Wells also represented United Parcel Service on the ATA 103 Technical Committee, Vice-Chairman of this same committee for the last two years and served as an on-site technical resource and coordinator for the involved parties at UPS Airlines during inspections by the FAA and the Department of Defense.
Assuming a new leadership role with ASIG and BBA Aviation, Flight Support, Mr. Wells managed corporate compliance and regulatory issues related to fuel quality and deicing for ASIG and Signature Flight Support networks, participated in multiple industry trade organizations and represented the organization with customers on compliance and quality control related issues. Mr. Wells was also a contributing member on several consortium technical committees and managed facility upgrade projects at PBI and GUM. During his tenure at BBA, Mr. Wells frequently managed complex and extremely time sensitive deicing fluid and fuel supply issues to maintain serviceable inventories at many major airports.
Mr. Wells gained additional industry experience after accepting a position as the General Manager of the Consortium operated Fuel Storage Facility and Hydrant System at the Tampa International Airport. Mr. Wells had overall responsibility for managing and training the staff, inventory control, and operational and Currier & Company, Inc. maintenance activities. This facility has the capacity to store 83,000 barrels of product, which supplies the hydrant system in use at 4 concourses and an isolated cargo operation.
Currently, Mr. Wells leads the Currier & Company Field Services Department that entails project programming, upstream fuels management services, field services including resident engineering support, upset condition management, fuel recovery services and design consulting. Mr. Wells serves as the firm’s regulatory compliance manager and construction manager.
Vice President, Currier and Company: The responsibilities in this position included the following:
• Serve as the owner`s representative for the PHL Facility Upgrade Project. Responsible for management of the project in regards to budget, schedule, and quality of construction. Responsible for required monthly reporting to the owner monthly regarding budgetary status and construction progress.
• Served as the Resident Engineer Inspector for the BDL project, managed the upstream fuel supply logistics and testing to keep the facility wet while developing the plan for control of on-hand inventory during a very challenging renovation of the two-tank storage facility originally built in the 1970’s
• Assist clients with fuel quality and supply related issues, specializing in correcting supply upset condition resolution and compliance/regulatory issues related to fuel and glycol systems
• Manage construction projects, fuel supply revisions, facility inspections, due diligence evaluations, fuel quality improvement consulting and glycol system improvements domestically
• Assist clients with deicing infrastructure, fluid quality, new design programming, and regulatory issues
General Manager, ASIG, TPA Fuel Storage Facility: The responsibilities in this position included the following:
• Presented overall performance, operational, and financial results to the consortium members annually
• Managed fuel inventory and available supply to ensure a reliable and stable operation at the airport Responsible for reports to both member and non-member airlines on current inventory status, availability, and current usage
• Responsible for maintaining and operating the facility in accordance with the approved budget, all applicable government regulations, and company policies
• Managed training and utilization of the facility maintenance staff during repairs and preventative maintenance activities, when projects were outside the scope of staff, sourcing and management of qualified outside contractors was required
• Managed the facility without any impact to the airport customers during a major project where the entire outbound pumping system was replaced including all electronic controls
Director of Fuel Quality Control, BBA Aviation, Flight Support: The responsibilities in this position included the following:
• Managed the internal audit program regarding Fuel Quality Control and Deicing throughout the BBA Aviation Network (ASIG and Signature Flight Support)
• Provided guidance and resolution to Quality Control and Compliance related issues for ASIG and Signature Flight Support

ASIG National Fuel Quality Control and Compliance Manager: The responsibilities in this position included the following:
• Established and managed the internal audit program for Fuel Quality Control and Deicing, a program created to be similar to a Federal Aviation Administration AC 120-79 Airline Model
• Provided guidance and resolution to Quality Control and Compliance related issues for ASIG system-wide
• Resolved fuel quality and supply issues with refiners, suppliers, and transportation companies (Ocean Ports, Pipelines, and Transport Trucks)
• Managed the Storage Facility start-up project at BNA, responsibilities included:
o Hiring and training new staff
o Establish and maintain positive relationships with involved government agencies
o Evaluating condition of facility, manage repairs and contractors as needed
o Training of the new Facility Manager
• Provided technical support and guidance on fuel storage facility and hydrant system construction projects throughout the ASIG network, managed projects at PBI and GUM:

UPS Fuels and Deicers Technical Services: The responsibilities in this position include the following:
• Corresponded with airport operations both domestically and internationally to resolve issues and provide technical advice relating to aircraft fueling and fuel storage issues, ranging in scale from setting policy for auditors and operators, to issues that required correspondence with the FAA. This required familiarity with API standards, ASTM test methods, NFPA standards, ATA 103 and JIG standards, and UPS Internal Procedures
• Instructor for UPS Gateway Management Employees that have responsibility for maintaining compliance in aviation fuel storage and into-plane operations throughout the global network
• Qualified IATA/IFQP Level 2 Inspector and have completed more than 160 inspections in facilities in the U.S., Canada, Central & South America, Asia, and Europe. Authorized to train and qualify new IFQP Inspectors
• Major Contributor of the UPS Airline Manuals covering Fuel Quality Control and Into-plane Procedures
• Representation for UPS Airlines during audits from other air carriers at UPS Fuel Facilities, including the Department of Defense and the FAA.

UPS Fuel and Deicing Operations at SDF: The responsibilities in this position include the following:
• Responsible for payroll, scheduling, and recurrent and initial training for both the union and administrative employees that were assigned to the department
• Worked with Aircraft Maintenance and Flight Crews to rectify problems relating to aircraft fueling and the resulting discrepancies
• Managed supervisors and employees in a facility that has a storage capacity of 2.6 million gallons with an average throughput of 650,000 gallons daily; the operation utilized 23 refueling trucks for the into-plane operation
